This government-funded program is meant to incentivize car shoppers to purchase or lease a new and more fuel efficient vehicle when they trade in a less fuel efficient vehicle. &lt;/p&gt;  &lt;p&gt;To make this program easier and better understood by the consumer, AutoTrader.com and NADAguides.com have collaborated on a website tool located on both sites that allows car shoppers to enter their used &amp;quot;clunker&amp;quot; to not only see if it qualifies, but to see a large list of qualifying new vehicles and voucher amounts that may be applied towards the purchase. The trade-in vouchers range from $3,500 to $4,500 depending on the type of vehicle purchased and the difference in fuel economy (mpg) between the purchased vehicle and the trade-in vehicle.&lt;/p&gt;  &lt;p&gt;&amp;quot;The Car Allowance Rebate System will work to not only get high polluting vehicles off the road, but will also help stimulate new vehicle sales. This is a win-win for consumers and auto dealers by helping car shoppers with new vehicle purchases,&amp;quot; said Michael Caudill, automotive expert, NADAguides.com. &amp;quot;This is a great break for consumers who are either in the market for or considering the purchase of a new vehicle.&amp;quot;&lt;/p&gt;  &lt;p&gt;What are the trade-in qualifications needed to receive the voucher?&lt;/p&gt;  &lt;ul&gt;   &lt;li&gt;Your vehicle must be less than 25 years old on the trade-in date &lt;/li&gt;    &lt;li&gt;Only purchase or lease of new vehicles qualify &lt;/li&gt;    &lt;li&gt;Generally, trade-in vehicles must get 18 or less MPG (some very large pick-up trucks and cargo vans have different requirements) &lt;/li&gt;    &lt;li&gt;Trade-in vehicles must be registered and insured continuously for the full year preceding the trade-in &lt;/li&gt;    &lt;li&gt;Dealers must register to be a part of the program. Consumers should ask this of dealers &lt;/li&gt;    &lt;li&gt;You don&amp;#39;t need a voucher, dealers will apply a credit at purchase &lt;/li&gt;    &lt;li&gt;Program runs through Nov. 1, 2009 or when the government funds are exhausted, whichever comes first &lt;/li&gt;    &lt;li&gt;The vehicle that you are trading in is required to be destroyed. Therefore, the value you negotiate with the dealer for your trade in is not likely to exceed its scrap value. In June alone, the Dearborn automaker reported an 11 percent year-over-year decline in monthly sales to 148,153 cars and trucks, compared to Toyota&amp;#39;s 34.6 percent slide to 131,654 vehicles.&lt;/p&gt;  &lt;p&gt;And this: General Motors Corp. -- beleaguered and bankrupt, its dealer body jittery and brand image suspect, its only willing lender the Treasury -- so far this year has outsold Toyota 947,518 to 770,449, according to Autodata Corp. Partly evidence of Toyota&amp;#39;s strong presence in, and dependence on, the imploding California market?&lt;/p&gt;  &lt;p&gt;Yes, but what else?    &lt;br /&gt;For the first three months of the year, Toyota lost more money than Ford and even GM. Chrysler Financials entire business model will also be restructured, resulting in the closure of the company’s customer service center near Kansas City.    &lt;br /&gt;Chrysler Financial will eliminate positions at all eight of its business centers, as well as at the company’s Farmington Hills headquarters. In all, Chrysler Financial will shed about 9 percent of its total workforce.&lt;/p&gt;  &lt;p&gt;“While these were difficult decisions to make, they are necessary in light of our declining portfolio,” said Tom Gilman, Chairman and CEO — Chrysler Financial. “We have made every effort to limit the number of job losses and to ensure the affected employees are treated fairly.”&lt;/p&gt;  &lt;p&gt;Chrysler Financial – held by Cerberus Capital Management – was dumped as the lending arm of Chrysler during the company’s time in bankruptcy. The stunt that required great precision was completed with the help of a Cambridge physicist, and the feat done at Suffolk airbase. The maneuver was done for the TV show Fifth Gear, and will be aired this Saturday. The Raser scalable plug-in series hybrid design provides 40+ mile all-electric range and 100+ mpg fuel economy. FEV performed the full vehicle integration including electrical and mechanical design. Lawmakers in Annapolis, at the urging of Governor Martin O&amp;#39;Malley (D), saw the measure as an essential means of reining in the state&amp;#39;s run-away budget deficit. Traffic camera vendors also helped promote the effort with &lt;a href="http://www.thenewspaper.com/news/23/2392.asp"&gt;lavish gifts, parties&lt;/a&gt; and campaign donations.&lt;/p&gt;  &lt;p&gt;The new legislation specifically authorizes the use of speed cameras anywhere in the state up to one-half a mile away from a school zone. On a freeway that ordinarily has a 55 MPH speed limit, for example, citations would be issued to anyone driving 57 MPH in the lowered speed zone. For-profit private companies are authorized to take charge of all aspects of the program.&lt;/p&gt;  &lt;p&gt;Lawmakers turned aside a number of amendments intended to clarify the true purpose of the program. One rejected provision would have returned any profit from the program to the public in the form of a tax credit. Another would have required weekly calibrations be performed to ensure the accuracy of the tickets. Lawmakers also rejected an amendment that would have ensured that state legislators were not exempt from receiving photo radar tickets. They also turned down an amendment that would have printed on each ticket the names of lawmakers responsible for voting the camera bill into law.&lt;/p&gt;  &lt;p&gt;The only limitation adopted was a provision limiting cities from using speed cameras to increase their general fund budgets by more than ten percent. This amendment was aimed at Silver Spring, which doubled its annual revenue with photo ticketing.&lt;/p&gt;  &lt;p&gt;After Governor O&amp;#39;Malley signs the bill it will take effect October 1. In the Rallye Monte Carlo d’Energies Alternatives, Tesla’s Roadster covered 241 miles on a single charge. &lt;/p&gt;  &lt;p&gt;The annual event –put on by the Automobile Club of Monaco – runs from Valance, France to Monaco, pitting alternative fuel vehicles against one another. The rally covers 241 miles of highways, streets and back roads. &lt;/p&gt;  &lt;p&gt;The Tesla Roadster was the only electric vehicle to finish the event on a single charge – a Ruf EV and a few Mitsubishi iMiev’s also competed in the event – and its gauge cluster even indicated its batteries still had enough charge for another 38 miles. That would put the Roadster’s overall range at 279 miles – about 59 miles more than Tesla claims on the Roadster’s spec sheet. &lt;/p&gt;  &lt;p&gt;Speeds for the rally ranged from about 60 mph to 20 mph, with the average checking in at a less-than-thrilling 28 mph. Together, we can build a consistent and reliable infrastructure so Oregonians can make the switch seamlessly to electric vehicles,” Gov. Ted Kulongoski said in a news release. “The partnership shows that a state can create opportunity for its commitment to a greener future — wins for our economy and our environment.”&lt;/p&gt;  &lt;p&gt;The state Department of Transportation last week issued a first-of-its kind solicitation for manufacturers of electric charging stations. It appears that it may be the sugar daddy option. &lt;/p&gt;  &lt;p&gt;Reports from a German newspaper and &lt;i&gt;Reuters&lt;/i&gt; are saying that the royal family of Abu Dhabi is interested in investing money in Opel.&amp;#160; The company, which also controls the British brand Vauxhall, is said to need ~4.4 Billion dollars to avoid closing plants and laying off hundreds of workers. &lt;/p&gt;  &lt;p&gt;Initially, the German government repeatedly said it has no interest in acquiring any part of GM&amp;#39;s struggling subsidiary. In the last day of March, however, Deputy Chancellor Frank-Walter Steinmeier said Germany wants a helping hand from EU countries in owning Opel, by purchasing stake of up to 29 percent in the German brand.&lt;/p&gt;  &lt;p&gt;So far, as you all know by now, no official decision has been made. The future of the German manufacturer still hangs in the balance and no one knows anymore who is pulling the strings. A runaway rental car driver smashes a corvette into 8 parked cars this morning. The tow truck driver noted that it has a Hertz GPS system in it and was afraid to move it because of the damage. Police are still looking for the driver. Transmission       &lt;br /&gt;&amp;lt; Due to the performance capabilities and requirements of the GT-R, the sequential six-speed dual clutch transmission is unlike a typical automatic transmission. You will likely hear pronounced mechanical sounds from the transmission, particularly at slow speeds, at idle and in neutral. This condition is normal.       &lt;br /&gt;&amp;lt; This vehicle is equipped with hill start assist. This system automatically keeps the brakes applied to help prevent the vehicle from rolling backwards in the time it takes to release the brake pedal and apply the accelerator pedal when the vehicle is stopped on a hill. Hill start assist is designed to hold the vehicle for only a short period of time and is not a substitute for proper driving technique.       &lt;br /&gt;4. Fuel Filler       &lt;br /&gt;&amp;lt; When filling the Nissan GT-R with fuel, do not top off the fuel tank after the automatic shutoff activates. It is possible that spills will occur should the fuel tank continue to be filled beyond the automatic shut-off.       &lt;br /&gt;5. Driver Break-in Period       &lt;br /&gt;&amp;lt; The Nissan GT-R requires a special break-in schedule to obtain maximum engine performance and to ensure the future reliability and maximized economy of your new vehicle. This oil should be used to ensure proper engine operation and durability.       &lt;br /&gt;The VDC unit and other related parts were specially designed for R35 Special 2 Brake Fluid. This brake fluid should be used to ensure the best performance and proper operation of the vehicle.       &lt;br /&gt;Genuine Nissan Transmission Oil R35 Special (100% synthetic) is unique to the Nissan GT-R and was specially developed to maximize the friction characteristics of the clutch and the lubrication of the gear bearings. This fluid is required and the use of additives is prohibited.       &lt;br /&gt;To efficiently transfer high power to each axle and to protect the GT-R’s mechanical limited slip differential, Castrol SAF-XJ 75W-140 (100% synthetic) high viscosity gear oil was used.       &lt;br /&gt;Please also note that the coolant mixture ratio impacts cooling performance and freezing temperature. See the Owner’s Manual for proper coolant mixture ratio.       &lt;br /&gt;&amp;lt; Brakes: The Nissan GT-R’s rotors are cross-drilled with six-piston front and four-piston rear floating calipers, helping to achieve excellent stopping performance and fade resistance. The rotors are not designed to be machined, therefore, all four sets of brake pads and rotors should be replaced at the same time. This is normal maintenance for this vehicle.       &lt;br /&gt;&amp;lt; Tires: The Nissan GT-R is equipped with high performance, low profile, run-flat tires that are optimized for performance and handling. The life of these tires will be less than those of tires installed on a typical vehicle; and you are likely to experience reduced tread life, uneven tire wear and tire noise regardless of the type of tire used. In many situations it may be necessary to replace all four tires if only one tire is worn or damaged.       &lt;br /&gt;5. Body Repairs       &lt;br /&gt;&amp;lt; Due to the types of materials used for the body and given the precise assembly of the vehicle, body damage requiring certain repairs will need to be completed at a GT-R Certified body shop. Your Nissan Certified GT-R dealership can direct you to a qualified body shop. Because of the specialized body repair requirements, it may not be unusual for the nearest GT-R Certified body shop to be a considerable distance from either the Nissan Certified GT-R dealership or your current location, requiring additional vehicle transport at your expense. Additionally, repair times for body work may require more time than you may have experienced with other vehicles.       &lt;br /&gt;6. Data Recorders       &lt;br /&gt;&amp;lt; The Nissan GT-R is equipped with a Vehicle Status Data Recorder which is capable of recording the vehicle’s operating conditions and monitoring component replacement or reprogramming and may be used to perform and administer warranty repairs. Other vehicle operational information may be logged in the Electronic Control Module and the Transmission Control Module which may also be accessed during investigations into component failure and in performing and administering warranty repairs. Additionally, the Nissan GT-R is equipped with an Event Data Recorder which records crash data in the event of a crash.       &lt;br /&gt;&lt;b&gt;Advisory of MY2010 Specification Change&lt;/b&gt;       &lt;br /&gt;The MY2010 Nissan GT-R features enhanced programming that will optimize clutch-engagement control for improved drivability. The maximum RPM for initial start with VDC ON has been increased, providing increased power at launch with smooth and powerful acceleration which will be improved compared to the original specification MY2009 vehicles prior to implementation of this upgrade. &lt;b&gt;Maximum RPM at launch with VDC OFF (which should only be used when stuck in snow or mud) has been decreased, and acceleration with VDC OFF will be moderated.&lt;/b&gt;       &lt;br /&gt;The GT-R will continue to offer supercar characteristics of exceptional handling, maneuvering, and overall driving experience. You are reminded to drive safely and obey all traffic laws. The GT-R Owner’s Manual expressly warns against driving with the VDC OFF (except to free the vehicle when stuck in mud or snow) to avoid damage. Repairs for damage caused by driving with VDC OFF are expressly excluded under the terms of the Nissan GT-R New Car Limited Warranty.
